I like it, the bird soaring adds a fabulous dark mood to this abandoned city!
Nicely done... the bird is a nice touch, although the sky needs a bit of something to contrast it better with the concrete greys. Right now it feels very flat and neutral, perhaps more light and a bluer sky might help.
Thanks for the comments! Actually, I tried a bluer sky, but the results did not convey the mood I wanted, so I used a dusk setting. True, the sky could use more contrast to stand it out - requiring a delicate balance to avoid overpowering the cityscape.
