Description
When looking with the naked eye, this leaf looked as tho it had aphids but not so with the macro...whatever these are they are totally growing into the leaf...weird! Zoom for a better look! Anyone know what they are?

Funnily enough, I took a few shots of these same thingys ( technical term!) on a similar tree only last week. They are galls caused by one of the many species of gall wasp, of which there are about 90 species in the UK, 42 0f which induce galls on Oak trees! The perpetrator of this offence is rarely more than 5mm long, and yet can cause quite huge galls up to 6 times the size of the insect. I may post my pic soon and we can compare notes. If you Google Cynipidae which is the family name you will be able to identify the US species.
