Description
I've been playing in Photoshop again. * gasp! * Believe it or not, I got that sort of painterly look on the rose with just the lighting effects. An Omni light, with the texture channel set to "Red," slider toward the "mountainous" end a bit. Every once in a while, playing, I see something and say, "Huh! Look at that!" :)

I use the soft omni lighting very often with several different adjustments and always love what it can do. Also adjusting the opacity creates its own wonderful lighting. This is great!
