After the Borg destroy the Federation’s Starfleet there was a desperate need to put ships into service. One of the things they could have done was to take the remains of destroyed ships and reuse anything that was salvageable. This is the premise behind this ship created from the ashes of former ships.

Why not? The shows' creators did much the same to create some of the ships. Retired and decommissioned ships would probably have been sent out to fill the fleet first until other ships were finished or repaird. I don't know how much of the "destroyed" ships would have anything salvagable as is to put cobble together to make a new ship. Some parts perhaps, but not enough to really speed up the making or refitting of ships. Not sure which of the two you mean here. But if the fleet was so greatly depleted, they'd certainly have to resort to some desperate measures. It'd be interesting to see how the Entercelsior would have worked.
