About halfway between Fort Armistead and Sparrows Point -- Fort Carroll. The link gives more info on the Baltimore Harbor fortifications, etc.
Sparrows Point steelworks is visible behind the fort.
At one time, a 'developer' planned to turn this into a casino... bought it lock, stock, and barrel. ... only to find out the fort is in a county were casinos are a no-no.
A windy, forlorn looking place.
