Here's my offer... didn't seem right to 'create' the rest of her body from such scant reference, so kept it to an interpretation of the original photo. It's not quite there, but I think I'm happy enough. Standard V£ (SAE version, for what it's worth), using just the basic head and body morphs from DAZ3D.
