I own both the PS Cloud plan and also updated and own the current version of PSP because well I still like some of the tool in it and I find it easier for using tubes. But one of the improvements they made in the current version of PSP is a bit better support for PSD files it is not perfect to PS since it is their file format but if on a budget PSP is not a bad option as well as learning Gimp which I also have installed on my system my biggest issue with Gimp is loading takes sometimes forever to start up.
