TheOwl: this is mostly clone painting in the Bitmap Editor with a hand made, scanned and imported brush family (the spatters), a Texturizer filter using a built in paper texture, a Simple Watercolor filter on the top layer with overlay blending and finally a second image loaded into the Object Browser (the watercolor-like texture on the background), the images also blended with Overlay blending mode. The vivid colors come from the overlay blending mode and also there is a saturation boost on the original image, picked up by the cloning. Because PWS clone painting plays an important role here it cannot be saved and shared as a style. But I hope the above description helps :)
