How would add flesh pressure to female clothing? such as using tight low pants around the waist.

Some clothing comes with morphs that do it. Beyond that, there doesn't seem to be a single, easy way to do it – I'd just play around with any morph kits you already have combined with the adjustment morphs for your outfit. You can also try doing your own morphing in a program like Hexagon or Blender to achieve the results you're looking for.

Mesh Grabber at Daz might be one way to create the wanted pressure morphs.
