I find that P4 lends itself pretty easily to the making of cartoon-ish images, in fact I have a hard time making anything else with it. It's mostly a lighting thing: I leave all three lights at infinite, and place them in a kind of triangle pattern more or less in front of the figures (one overhead, one about waist height, one shining up from near ground level), which has a flattening effect (backlighting seems to enhance the illusion of depth). I turn shadows off on all but one light--usually the one that's overhead, reduce that shadow to .5 or less, increase the shadow map size to about 750. The result is something that looks kind of like a glossy comic-book cover; but then, I've always wondered why the whole comic-book couldnn't look like that.
