Does anyone know of a redistributble (incl textures) hair model?

Short hair is preferred.

There's some at ShareCG. Search on hair and unrestricted use.

You could also make your own. Grab a skullcap that allows unrestricted use, and grow some dynamic hair on it.

That is easier said than done.  Dynamic hair can be hit or miss depending on the style and patience.  There are too many steps in that workflow that is better off left to someone who has plenty of time.

All of Mylochka's free hairs are unrestricted. There's some fair short ones in the bunch, particularly the updos.

IME, short hair is easier than long hair. Sim runs faster if it's needed at all, no worries about it getting in the figure's face,

Though I still wish someone would make a redistributable skullcap built for dynamic hair.

Unfortunately strand hair is not an option. It has to go outside Poser.

I looked at Mylochka's stuff but I am not sure whether 'unrestricted' on ShareCg  means it can be included in another freebie. I would need something that is creative commons ( cc by-nc-sa), at most. 

At first,  I thought to Kozaburo's short hairs, but this is in the readme file:

This hair is free to use without restrictions in your renderings.
but...Please do not redistribute the files or a part of the file. : )

Try asking, if there's hair you like. Especially for a freebie, they might give permission.

Maybe i can help. What kind of short Hair do you have in mind? Maybe i can come up with something
