The last scene I rendered, the message log said it was rendering memory was 10933m. Does that mean, if I wanted to render that scene with a GPU, I'd need to make sure it has at least that much VRAM? If not, how can I find out how much I'd need?

mine shows about the same amount of memory used for CPU and GPU. When you render in GPU it will have a limit of whatever you have on the card you use. My card has 8GB. You have to start a strategy for reducing the texture ram used. Re-use textures and make textures smaller if you don't need large textures. One thing I do is use the same render textures and shaders for the mouth and eyes and hair if I have multiple characters from the same base figure. I don't use HDRI's larger than 2k because it saves memory and you can't tell the difference when DOF focal blur is used.
