Does anyone know of a convertor or 3D application that can read imported laser scanner point cloud data via a PTS file that can then be exported & used with conventional 3D apps such as 3DSMax, Lightwave or Maya ?

If you have a scanner you can scan directly into Rhinoceros 3D I believe. It also exports out stl, obj, dxf, 3ds and a host of other formats -though it does not seem to support pts as a file format.

It's kind of a bear to work with, as the setting aren't interactive and there is no "undo". However, it does produce reasonably good surfaces from point clouds. If you don't have the money for Geomagic or RapidForm, its a pretty good deal.
Import a point cloud into Meshlab and use the Ball Pivoting reconstruction to get started (see menu screenshot)
