I find the shin is generally the culprit. Something you can try...
1- Make sure IK is turned on for both legs.
2- Select the shin on frame 1 and set the Twist and Side to Side rotations both to zero. Give it a slight Bend - like somewhere between 10 and 30 degrees maybe. ( I just give the dial a slight yank so it's not really a critical amount) just so the Bend parameter is above the zero point.
3- In the animation palette, delete all other keyframes for that body part except frame 1.
4- Repeate this for the other shin to be on the safe side.
Just to reiterate.. IK must be ON during the deleting of keyframes to keep the feet planted where they are for this to work properly.

alternatively, you can go into the keyframe editor, doubleclick on the offending body part to get the animation editor, either look for spikes in the animation render that shouldnt be there, or highlight and modify the area that is causing the problem.
Its a bit of a lengthy step-by-step so give it a go, and let me know if you get stuck.

Unfortunately most Poser figures have this problem. Oddly enough I think the P4 characters that came with Poser 4 and the first Walk Designer walked more better, right out of the box. As more and more peeps do Poser animation perhaps EF can hook us up with a better Walk Designer. And a Jump Designer and a Pick up stuff Designer and a overall any motion Designer. You know like those dudes in the Matrix that plugged in and learned Kung Fu in a few minutes!!! V3 Walks Judy Walks Posette (P4 fem) Walks but ya its alot of tedious work to fix that unfortunately...

The problem happens with the p4 figures as well, manually adjusting the frames is the only solution I know.
You could make a 30 frame walk in place animation, make sure the legs are ok then save the pose in the walk designer library, then when you restart poser you will have a walk cycle that should work without the swivelling.

A 30 frame walking animation from Poser 6. at frame 29 the knee looks like it goes abruptly inward.
