Generally the older versions will still load the file but a rather annoying error message will popup telling you that Poser doesn't recognize the version number but will attempt to load the file anyway.
As I said, generally it will load, but if you're going to offer the file to others it's a bit more considerate to change the version number just to spare potential users the annoyance of an error message. And possibly spare yourself an onslought of irrate e-mails from annoyed customers complaining about it..

Maybe try eporting various elements within the scene as seperate obj's and reassemble them in your render program..

Yeah, you'd need to render your frames to a format that supports alpha (.tif, .tga, .png) and use the alpha channel to mask out the bg.

If I remember correctly there are disembodied heads and hands in the "Additional Figures" library. they are of the P3/P4 variety but the right and left hand would load as seperate figures without the additional body parts adding geometry to contend with.
As far as why the James figure's hands are acting as they are, I have no idea. It definitely sounds odd to me.
And yes as Sam said, you can choose (in P7 anyway) to save an entire material collection or a single material. If you save the collection it will save all materials attributed to the figure or object you have selected at the time of the save.

Render your image at 91x91, save it as png, (give it the same name as the one Poser generates) and just replace the png Poser generates automatically with the one you render. You'll get the customary message "..this file already exists, do you want to overwrite.." or something to that effect. Tell it "yes"
If you resave the figure to library, Poser will replace the png again. Keep a rendered version in a seperate folder outside Poser, so you can switch it back to the Poser library folder when ever you need to.

Also, You can select one of the blocks to save to the props library, you will see a dropdown button called "Select Subset" Click to open it and you'll see all the items in the scene listed with a tick box to the left. Check all the blocks you want to save as a single 'prop set' .
If you choose this route, it can be helpful to parent all the blocks to one so when you load them again you can move them all by moving the parent.

Just checked it out and I get the "Down for Maintenance" message but the screen is orange.
I'm sure most of us are indeed familiar with the good doctor's warped sense of humor (and I'm certainly hoping that's all it is)
But if his site was hacked, I do hope he hasn't lost such a huge compilation of instructional material. Such valuable information to Poser users of virtually any skill level.

I just loaded the P4 male into P7 and did not get the problem so I can't really advise a fix, but it looks like the alternate geometry (i.e. hipNo Gen) is referencing a different obj file than the one intended for this figure.The only thing I can think of is you'd have to examine the cr2 and see what file path is being referenced and look to see where that obj is located as opposed to the correct file, the cr2 would need to reference the file to that exact file path.
the "linked runtime" refers to a runtime outside P7, for example, I have both P5 and P7 installed, but have added the P5 runtime to the P7 lineup. (look into "Add Runtime") if you already have additional runtimes added, the cr2 for that male figure may be finding the hip no gen file for a different figure in a different runtime.

In the main menu - Objects / Add Wind Force... (you'll need to adjust its parameters according to your needs)
Then do the Dynamic Calculation in the Hair Room.

You can click the dropdown box where it says "Center" and choose the rotation values, like Bend, Side to side, Twist. (whatever the dial is named), tick the "spherical Falloff Zones" box to show them, Green is Inner Sphere, (everything inside this area will be affected) - Red is outer Sphere, (this will be the falloff area.)
When the Zones are visible, you can select them as you would any ordinary prop and move, scale, rotate them using the normal methods.

I find the shin is generally the culprit. Something you can try...
1- Make sure IK is turned on for both legs.
2- Select the shin on frame 1 and set the Twist and Side to Side rotations both to zero. Give it a slight Bend - like somewhere between 10 and 30 degrees maybe. ( I just give the dial a slight yank so it's not really a critical amount) just so the Bend parameter is above the zero point.
3- In the animation palette, delete all other keyframes for that body part except frame 1.
4- Repeate this for the other shin to be on the safe side.
Just to reiterate.. IK must be ON during the deleting of keyframes to keep the feet planted where they are for this to work properly.
