During setup of Poser 13, you can specify the location for the Poser content in the screen titled Set Destination Location. You can either install it to a shared documents folder beneath Users > Public > Documents on the C Drive, or choose Other Location. If you choose Other Location, you can have the content installed in any location you choose. For example, I typically select my D drive, and then Poser installed the content to D:/Poser 13 Content.
I don't advise copying ANY content over another content directory, It can mess things up, especially things like Preferences files and whatnot. .

The Purchases tab in the Poser 13 library allows you to install content that is included with Poser, and content that you purchase from Renderosity or the PoserSoftware site. The content will be installed in the content folder you specified in the Installing Poser instructions.
As far as finding the Jessi Improved file ... if you are running Windows, I highly recommend a free utility called Everything, by voildtools. It's wicked fast and will help you locate that file in a snap.Then mjust add the runtime that it is in as an external library to Poser 13
