If you flaired out the skirt you must allow it to drape first before proceeding with the simulation.  Look at RedPhantom's illustration, 4th image down; the Simulation Settings contains a Cloth Draping feature on the lower half of the panel.  Increase the value so the skirt is allowed time to hang down before the figure begins to assume its pose.
