Is Topaz any better than Cupscale? That's what I've been using and it's a bit tricky setting up -- I still haven't figured out most of its options & functions yet -- but it's free and it makes nicely sized renders out of my smaller scaled ones. Much better than my other software does anyway.

TBH I don't know if it's any better. I downloaded cupscale a while ago but never got around to installing it.  

Topaz, you just install, load image and away you go.  There are a few options you can pick and adjust and let it do it's thing, then save. I noticed that there's no option to change the ppi but that's easliy done in PS before or afterwards.
