Yes, that's exactly what must be done.  Refer to Willdial's PDF manual, he has a separate tutorial for eyelashes and eyebrows.  It's a pain, I know.  The only other figure that has the same type of arrangement is Miki 4, separate eyelashes conformed to the figure.
