I have no idea whether it produces normal maps which are properly compatible with Poser, but I have converted height2bump.py to run in Poser Python. PIL comes with Poser by default since P8, so we can have image processing scripts now.
The script seems to work for me in PPro14 with no hassles. I dunno if I can attach files here nowadays, so I've uploaded it to my Morphography page: http://www.morphography.uk.vu/~cagepage/2016/ppy_height2bump/ppy_height2bump.py

Cage had some freebies, compatible with Poser 11 and below. His Python scripts were saved at archive.org, along with the rest of the Morphography site, where they were hosted.
