Yes. It uses Python. It is called "Particles" -- not Ron's Particles. I bought it from DAZ but as far as I can tell was never updated...
Poseworks' Particles was was made open-source several years ago, and SnarlyGribbley released an updated version last year. It can be downloaded here; link is about a third of the way down...
