How is it Reagan's fault that state hospitals all over the country were in shutdown mode before he was ever elected to anything outside of a movie?

Nixon tried to undo what Johnson/Congress/House did when medicaid passed (1965) and excluded the mentally ill. The bill offered states incentives to move people out of the state hospitals and into nursing homes.

In 1965 Reagan had just finished trying to get Barry Goldwater elected and wrote his autobiography..... Yes he was active in politics, but had no pull at all in them.

It never seems to amaze me when someone writes an article like that, and doesn't have a clue.
