If you truly wished to become a PI, have the ambition to do what is required, meet the criterion set down for everyone applying for a PI license and have what it takes to be one, then, yes, you can become a PI.  To be honest, I don't even know if you are a US citizen.  If you are not, then you would have to become one before you could even consider the rest.

I have no worries when it comes to my local Law Enforcement Officers.  I grew up with some of them, they were fathers and mothers of close friends.  They have always been there when I needed them.  Even at the moment of my greatest loss.  I don't know where you live or what the LEO's are like but have you ever tried to get to know them?  Sat down and had coffee with them?  They are people just like you.  I won't say they are all good.  Every barrel has a bad apple or two.  Do you honestly believe that everyone at your place of employment is an angel?

An army can try and invade NY but they might find it harder than they think.  Although they did away with colors and alert level a while back the City and County of New York remains at red and remainder of the the State of New York remains one step below at orange.  The NYPD alone is better equipped and prepared, not to mention larger, than the standing armies of some countries.  Toss in the New York State Troopers, the New York Guard, the National Guard, and the Reservists and it adds up pretty quick.
