The scene :

After transferring goods from larger ships onto their smaller vessels merchants would "park" at the mooring to be checked by a Customs & Excise officer and after paying the necessary taxes (and bribes) they would continue their journey through the small tunnel into the city's canals and docks.

... or it could just be the spot where they finds another bloated corpse floating upside down in the brooding water.
