Yo, SewerRat! 1) That's not a top deck, it's a flying bridge. 2) those aren't really chairs, but little jump seat type deals that fold down when not in use, so the back is basically the same size as the seat and they ARE small, as they were designed to be. 3) the only reason I know this is because I lived on my Mom's 32 ft.
