When I was a teenager, studying English, I spent a month in Brighton (England) boarding with a family. The husband worked for an insurance company and the wife was perfectly OK with his job being about finding, in each case, something, anything which might allow the company NOT to pay the insurance. They lived in a large house, with a big garden, in the best and most expensive area of one of the most expensive towns in England in that period... so I assume that he had a share in the not-payed sums.

The moral? perhaps you are better off dealing with street thugs than with institutionalized ones.
