The developers site was meant for sharing things that need more work or testing between the developers, or possibly even previews of commercial content. That's why access is restricted. When you have more than two or three people working on the same file, email is no longer the best way to keep everyone up to date (in my opinion), but one might still want to keep it under wraps. That's why I started that site.

With the next preview-release of Antonia (which will be up hopefully by the end of this month) I will start hosting contributed content on the public site (see my signature) or put up links for people who do their own hosting. I will also start an FAQ, so that we'll a have a central place for answers to questions that come up in this thread every 20 pages or so.
