In the image you show that is a 3d effect using refraction. In photoshop you need to copy the section you want to blur, motion blur it on its own layer and play with the blending styles of the layer the blur is on.You will want to try and fake the refraction by subtly warping the section so things down't quite match up like they would if real refraction was taking place.
