Doesn't look like a strike. It's either a lens reflection of one further away or it's just a starting tendril of a discharge that didn't complete. If a strike were to occur that close the sound would be deafening and coincide with the flash.

just FYI: the flashy part of a lightning strike builds upwards. Smaller charges flood into a big central one, just like small streams flow into a bigger river.
