The only restriction that I'd make would be that everyone was required to use the same scene, with no changes to the elements in the scene. But there would be no restrictions whatsoever on render application(s) of choice, no restrictions on lighting, and no restrictions on render quality settings. Given those parameters, I think that it would be fascinating to see what people could come up with.
What about textures though - each application has it's own procedural textures and they wouldn't translate too well across apps. I'd imagine bitmap textures would alleviate that problem but then you get into the realms of copyright
