I see that PeeWee05 was asking for,

Such a program (we call it a web browser) could be written -- it could even
be written so that the notification could not be turned off, bypassed, etc. 

But here's the problem ... how would you ensure that the browser with that
control feature would replace every copy of every web browser already
written, distributed, and already in the PCs of millions of computer users? 

How would you do that ... and make it stick? 

After all, not even Bill Gates could get rid of Netscape.
