Maybe nobody has "perfect" proportions but last time Iooked, human arms bent at the waist and fingertips ended up around mid thigh. Crotch is around midway up the total body length and legs bend halfway along their own length.
Anyone who doesn't pretty much follow that pattern - give or take a couple of inches - be they short, tall, skinny or fat is disproportionate.
