If you're going for the anime look, I'd go for Anime Doll and/or Aiko 3 figure-wise. Snow Sultan has a really good tutorial for doing cell shading using D|S if you're interested: http://www.daz3d.com/support/tutorial/index.php?id=1502 You can mix and match the materials so you have transparency where you need it, such as the eyelashes, and have more of a cel-shaded look elsewhere.
