There are some detailed tutorials on making an image look like a hologram on force.net, but the simplest trick I've found to do it is to play the video on a television and point a camera at the TV. You get the scan-lines and some flicker, as well as that lovely blue cast we all know and love. Then you'd have to composite that element into your final shot, but it looks terrific.
