Yes, UTC out of the box does V2-V3 and vice versa. I think some the best textures are by SteffyZZ here at the RMP. I bought the UTC just so I could use the SteffyZZ Asia texture on V3 and it works like a charm... The stuff's expensive, but so realistic. Orion1187 and Morris have some of the best V3 textures around too...
