Yes you should be able to install Wardrobe Wizard to a Poser installation that is not on the C: drive. Paths are hard coded into Wardrobe Wizard but only from Runtime down. That said I have known instances when Poser Python was not playing ball and the repositioning of the p4ww.pyc etc files to the Pythonlib folder fixed it. This is because Poser Python is "hard coded" to always read that folder.
