In order to reduce the size of an image, you will indeed need image editing software. There are many free image editors on the web.

Check this link and choose one that you might like. Many have the ability to load an image and resize it. You will also need to make sure your image is in either .jpg or .gig format as those are the only two formats Renderosity galleries accept.

Try to get your compression as high as possible without affecting your image quality..usually 6-10 compression usually works great.

You might also check the prices on Photoshop, and PaintShop Pro..both excellent image editors. They also might have a demo you could use.
