Ok u bird experts get ur books out cause this is a new one to me i looked it up but not exactly sure if it's right and theses birds would have to be able to survive these northern temps.

It is in fact a Horned Lark: Eremophila alpestris whichi is found just about the entire US

OK, I re-checked and it IS in my Eastern Bird book. The picture is identical to your bird. I don't know how I missed it. I'd love to see one.
